David B. Chappell, 50, of Garnerville, was charged with seventh-degree criminal possession of a controlled substance, a misdemeanor, and released on an appearance ticket.
A 19-year-old Monroe male was charged with second-degree menacing and criminal obstruction of breathing, misdemeanors. He was released on his own recognizance.
