Chester officer Joshua Dugan is promoted to sergeant

Chester. The town board also approves a new police contract and radio communications system.

Joshua Dugan, an officer with the Town of Chester Police Department, was promoted to sergeant at the Dec. 11 meeting of the Chester town board.

Dugan and his wife, Christine, have a five-year-old son and a two-year-old daughter. His promotion was greeted by cheers from the audience.

The town board also approved the new police contract that night, subject to a labor attorney review.

In addition, the board approved the town's new Public Safety Radio Communications System.

"It's a new digital radio system the county has built," said police chief Dan Doellinger.

In other town business:
The board appointed Kristin Palmer entry-level account clerk.
Supervisor Robert Valentine said a proposed new 10-inch water main would, through an outside user agreement, hook the Hamlet of Sugar Loaf into the Town of Chester's water system to service both the Sugar Loaf Performing Arts Center and the proposed Broccoli Patch distillery on Creamery Pond Road.
Rebecca A. Valk, an attorney with the Cuddy & Feder Law firm in Fishkill, N.Y., spent the meeting recording what she heard and saw into a laptop. The firm is representing the Greens of Chester in its $100 million federal discrimination lawsuit against the town. Valk said she was "here observing" and was not authorized to comment on the case.
Two outgoing board members said their farewells. Councilman Ryan Wensley thanked everyone and said he enjoyed his time on the board. Vinny Finizia messaged his good bye to Supervisor Valentine, saying he enjoyed his short stint on the board and that he was helping out at the fire station that night. He extended his best wishes to all board members.
