Village to supply water, sewer to Legoland
Goshen Village Board unanimously agrees to sign agreement
GOSHEN — The Goshen Village Board voted unanimously to sign an agreement with Merlin Entertainments Group to supply water and sewer service for its proposed LEGOLAND New York theme park. The theme park is close to obtaining necessary permits to begin construction on a 521.95-acre site, consisting of 15 total parcels that are located off Harriman Drive.
The site, located in the town of Goshen, is adjacent to, but outside the village boundary.
As an outside water/sewer user, meaning that the project is located outside village boundaries, Merlin Entertainments will pay “outside user” rates, consisting of $6 per 1,000 gallons of water usage and a water unit charge of $19,000 yearly. Additionally, for sewer service, Merlin will pay $9.20 per 1,000 gallons of usage along with a sewer unit charge of $272,000 yearly.
Merlin is responsible for installing and maintaining meters on the water and sewer lines where they connect to the existing Village water and sewer facilities to determine project usage.
When Merlin approached the Village for water and sewer service, the Village at that time authorized engineering studies to determine whether there is sufficient water and enough sewer treatment capacity to service the Village in full build out and the theme park.
Merlin agreed to reimburse village costs incurred in connection with these necessary engineering surveys and studies.
Additionally, a new municipal well, designated PW-3, was added to the village’s existing water supply.
According to the agreement, “The yield of PW-3, combined with the existing, permitted Village water sources, known as the Greenhill Reservoir, the Prospect Reservoir and PW-1 and PW-2 [CRV wells], provide the village with more than sufficient capacity to accommodate the future anticipated needs of the Village at full build out plus the water needed to service the projected needs of Merlin.”
At its own expense, Merlin Entertainments will install and maintain water and sewer connections to the water and sewer service lines leading to Legoland New York. Merlin is responsible to maintain the lines and repair any leaks that might occur.
Other Village News:Village Board voted in favor of amending the penalty for failure to allow access to premises to install a new water meter. The new penalty amount is $250 per quarter.
A feasibility report in 2015 identified the need to replace the Prospect Reservoir water treatment plant at a cost of $4.5 million. The plant, constructed in 1987, does not meet current NYSDOH redundancy requirements, and at times, has difficulty treating surface water to current NYSDOH standards. The board received a preliminary engineering design from Farr Engineering, Port Jervis outlining construction tasks that need to be designed, permitted and constructed. Costs will be updated to 2018 values.
“We need the design for a new water plant replacement, and we’re starting to plan this year. We want to be pro-active with filtration,” said Village Mayor Kyle Roddey.
Halloween Curfew. Daily curfew hours from Friday, Oct. 27 through Wednesday, Nov. 1 are 8 p.m. to 6 a.m. No unattended minors will be permitted on the streets during these hours.
“We want to prevent mischief and have a safe Halloween holiday for everyone,” said the mayor.
Towing RFPs are being accepted until Oct. 20, with awards announced a few days after that.
The Village DPW is constructing new sidewalks on Webster and Erie Streets. “They’re the best I’ve ever seen, and we’re doing them in house,” said a pleased Trustee Pete Smith, who invited everyone, “Go and see them.”
